P. Please see my Revenue Despatch of the 31st October on the subject of opium. It has been reported to Colonial Office that you have agreed to furnish Hong Kong Government with opium at average price obtained by you during the year 1913 or the year 1914, and they wish to know whether your Government would adopt a similar arrangement for the supply of opium to the Straits Settlements Government. Please furnish reply as soon as possible.
